Blackstone provided services to an Iowa municipality in the form of conducting five Phase II ESAs. The Phase II ESAs were conducted at properties that were being considered for purchase and were used in obtaining a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) acquisition grant.
The Phase II ESAs consisted of advancing soil borings and sampling soil and groundwater at properties used for auto repair, auto salvage, oil warehouse, and as construction companies. The results were compared to the Iowa Statewide Standards and a risk evaluation was conducted. Once the properties are obtained, the buildings are planned to be razed and the properties left vacant for flood maintenance.
