Project Summary
Blackstone Environmental was contracted by our client, the City of Kansas City, Missouri Office of Environmental Quality to complete an underground storage tank (UST) removal for a property in Kansas City, Jackson County, Missouri. The use of the property will be as a parking lot for the Negro Leagues Baseball Museum and associated programs. Work was performed under an Environmental Services Master Contract in accordance with Missouri Risk-Based Corrective Action (MRBCA) Tank Guidance. The City desired to obtain a No Further Action (NFA) letter or Certificate of Completion from the Missouri Department of Natural Resources (MDNR).
Services Provided
Blackstone and its subcontractor performed the closure of two-6,000 gallon USTs. A total of 1,450 gallons of unleaded gasoline was removed from Tank 1 for recycling. A total of 1,050 gallons of diesel was removed from Tank 2 for farm equipment reuse. The tanks were recycled offsite. Twelve soil samples were taken as part of the UST closure in accordance with MRBCA UST closure guidelines. Two samples of overburden excavated from the tank pit (backfill) were analyzed for total petroleum hydrocarbons oil/diesel/gasoline range organics, benzene, toluene, ethylbenzene, xylenes, 1,2-dibromoethane, 1,2-dichloroethane, and oxygenates tertiary-amyl methyl ether (TAME), tertiary-butyl alcohol (TBA), ethyl-tert-butyl ether (ETBE), di-isopropyl ether (DIPE), ethylene dibromide (EDB), ethylene dichloride (EDC), methyl tert butyl ether (MTBE). Ten soil samples collected from the excavated tank pit area and beneath the product line and dispenser areas were analyzed for TPH-ORO/DRO/GRO/BTEX/EDB/EDC/OXY and lead. Analysis of polycyclic aromatic hydrocarbons (PAHs) was completed for samples with detections of TPH DRO and/or TPH-ORO above laboratory reporting limits. Excavation of soil around the former USTs was conducted to up to 14 feet bgs. Samples collected from the tank pit indicated that detected concentrations were below their respective MRBCA DTLs, with exception of lead and benzo(a)pyrene. The lead and benzo(a)pyrene detections were below non-residential RBTLs. The tank pit was backfilled to grade with excavated overburden materials and additional AB3 backfill and gravel. Blackstone recommended that no further investigation or remediation be performed and that the Site be issued a No Further Action (NFA) letter by the MDNR. Two months after the completion of tank removal activities, MDNR issued the Site a NFA letter.
