DD: MDNR Risk Assessment – Kansas City, Missouri

Missouri Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone Environmental was contracted by our client, The City of Kansas City, Missouri Department of Parks, Recreation and Boulevards (City) to prepare an Updated Missouri Risk-Based Corrective Action (MRBCA) Tier 1 Report for a Leaking Underground Storage Tank (LUST) Site located at one of the City-owned golf courses. Services Provided The Tier 1 Update Report was conducted in general accordance with the MRBCA Tanks Guidance. The Tier 1 Update Report was requested by the Missouri Department of Natural Resources (MDNR) due to the age of the original Tier 1 Report and the extensive remedial activities completed at the Site since that time. The purpose of the Updated Tier 1 was to evaluate which path forward is more appropriate, collecting site-specific data and developing a Tier 2 Risk Assessment or additional corrective action under the current Tier 1 Risk Assessment. DD: UST Removal – Kansas City, Missouri

Missouri Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone Environmental was contracted by our client, the City of Kansas City, Missouri Office of Environmental Quality to complete an underground storage tank (UST) removal for a property in Kansas City, Jackson County, Missouri. The use of the property will be as a parking lot for the Negro Leagues Baseball Museum and associated programs. Work was performed under an Environmental Services Master Contract in accordance with Missouri Risk-Based Corrective Action (MRBCA) Tank Guidance. The City desired to obtain a No Further Action (NFA) letter or Certificate of Completion from the Missouri Department of Natural Resources (MDNR). Services Provided Blackstone and its subcontractor performed the closure of two-6,000 gallon USTs. A total of 1,450 gallons of unleaded gasoline was removed from Tank 1 for recycling. A total of 1,050 gallons of diesel was removed from Tank 2 for farm equipment reuse. The tanks were recycled offsite. Twelve soil samples were taken as part of the…

DD: Phase I ESA: West Des Moines Superfund Site

Iowa Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone completed a Phase I Environmental Site Assessment (Phase I ESA) of a warehouse facility located on an active Superfund Site in West Des Moines, Iowa. The Site was operated as a steel treatment facility that operated a large degreaser on the Site from 1969 to approximately 2006. Trichloroethene (TCE) was used in the degreaser and was stored in an underground storage tank (UST). The Site is currently occupied by a party equipment and supply company. Results of soil and groundwater sampling conducted at the Site between 1999 and 2000 identified the former UST operated by the steel treatment facility as the likely source of contamination for the Southern Plume of a larger Superfund Site. Eighteen groundwater wells were installed as part of site characterization and plume delineation activities. Kansas Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone Environmental, Inc., (Blackstone) completed Phase I Environmental Site Assessment (Phase I ESA) and Phase II ESAs for the property located on SW Topeka Boulevard in Topeka, Kansas. The approximate 0.52-acre Site is a commercial property consisting of two single story buildings. The Shawnee County parcel reports indicated that the two commercial structures were built in 1951. Based on the city directory review, historical occupants of the subject Site included a phone repair shop, a financial group, a custom motorcycle company, several pool supply companies, a flooring company, a copy center, several auto supply stores, a shoe store, a tavern, and an oil & gas station. The presence of a historical gas station at the Site was not identified by the EDR Report or in the Kansas Department of Health and Environment (KDHE) Tanks or Kansas Environmental Interest Finder (KEIF) databases. Site Assess: Sumner School Phase II Targeted Brownfields Assessment – Blackstone/Golder Team

Kansas Location Emily Smart Contact Service Lines Site Assessment & Brownfields Redevelopment Due Diligence Project Summary Blackstone Environmental, Inc. conducted a Phase II Brownfields Targeted Assessment (BTA) project as a team with Golder Associates of Denver, Colorado, who are the primary contractor under a state contract with KDHE. The Site is a national historic landmark associated with the Brown vs. Board of Education court case. A Phase I of the Site found a recognized environmental condition (REC) for potential petroleum contamination associated with a former 2,000 gallon underground storage tank (UST) used to heat the school. The actual location of the tank was unknown, but it thought to be located inside of the building basement. Kansas Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone Environmental, Inc. provided turnkey environmental consulting services to an existing client with respect to acquisition of an adjoining, former gasoline station property for redevelopment. The Client desired to purchase a property that had recently closed and been used as a filling station since about 1931. Property issues included recent use as a filling station/convenience store, three 8,000-gallon USTs present on site requiring closure, and prior assessment work conducted by the State identified that a release to soil and groundwater had occurred on the property. Blackstone assisted the Client in navigating the process to mitigate potential environmental liabilities. DD: Phase I ESA: Former Manufacturing Facility

Kansas Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone completed a Phase I Environmental Site Assessment at a former manufacturing facility previously used for metal fabrication, welding, assembly, painting and blasting of industrial parts. Blackstone identified one HREC related to the removal of a waste oil tank and one REC related to a LUST incident associated with the removal of a septic tank used as sediment trap for a wash bay at the facility. Although the LUST incident was considered closed by KDHE, Blackstone determined through review of available historical reports that potential environmental impacts related to this incident were not fully characterized.  As a result, Blackstone recommended additional site characterization activities and provided support to the client for their KDHE CELR application.

DD: Phase I ESA: Confined Animal Feeding Operation

Kansas Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone completed a Phase I Environmental Site Assessment (ESA) for a 200-acre site that had been used as a CAFO since the 1960s. Blackstone’s historical research indicated the Site is enrolled in the Kansas Department of Health and Environment Voluntary Clean-Up Program (VCP) due to a previously identified VOC plume tied to a previous owner. The groundwater VOC plume was identified as a REC. Although the previous owner has assumed responsibility for on-going monitoring and remedial action, Blackstone recommended that our client apply for a Certificate of Environmental Liability Release (CELR) through the KDHE-Bureau of Environmental Remediation. The CELR releases a prospective purchaser of a contaminated property from liability for environmental contamination to the State of Kansas. Blackstone facilitated the successful CELR application and completion of the property transaction.

DD: Phase I & Phase II ESA: Former Foundry & Iron Works

Kansas Location Emily Smart Contact Service Lines Due Diligence Project Summary Blackstone completed a Phase I Environmental Site Assessment (ESA) and a limited Phase II ESA for a former foundry and iron works located in Topeka, Kansas. Services Provided The limited Phase II ESA was requested in response to Recognized Environmental Conditions (RECs) identified as part of Phase I ESAs completed for the Site. Historical information identified for the Site indicated that it was developed with residences by 1883. Subsequent to that time, the Site was home to a coal company, a dye shop and tailor, a steam laundry/dry cleaner, a liquor bottling company, and a foundry and iron works. Recognized Environmental Conditions identified during the Phase I ESA included on-site drycleaning operations, documented off-site solvent releases, an off-site former manufactured gas plant (FMGP), an off-site filling station, auto repair facility, and drycleaning operation adjacent to the one of the properties. Groundwater: KDHE Petroleum Storage Tank Trust Fund

Kansas Location Lindsay James Contact Service Lines GroundwaterDue Diligence Project Understanding Blackstone completes investigation, monitoring and remediation for the Kansas Petroleum Storage Tank Release Trust Funds. The Storage Tank Trust Funds are designed to provide financial assistance to owners and operators of facilities where contamination from petroleum storage tanks has occurred. Services Provided Monitoring: Blackstone completes routine groundwater monitoring at approximately 45 petroleum release sites for the Kansas Department of Health and Environment (KDHE) Trust Fund groundwater monitoring program. Blackstone samples the groundwater at each facility on a semi-annual or quarterly basis for contaminants of concern, assesses the condition of the monitoring wells, and prepares a report detailing the results following each event. Monitoring is conducted to obtain and develop sufficient data so that potential risk to the environment and human health can be evaluated. Based on the results of the monitoring, Blackstone makes recommendations regarding future work at each facility. Investigation: Blackstone has completed Limited Site Assessments for the Gardner-Cenex and Belle Stop facilities.…
