Env Com: Emergency Planning and Community Right to Know Act (EPCRA) Reporting & Compliance

Kansas Location Emily Smart Contact Service Lines Environmental Compliance Project Summary Blackstone assisted a large Midwestern manufacturing facility and several subsidiaries located in multiple states with Emergency Planning and Community Right to Know Act (EPCRA) reporting and compliance requirements. Services Provided Services included  EPCRA Section 312 (Tier II Chemical Storage) and Section 313 (Toxic Release Chemical Inventory {TRI}) reporting for the 2018 reporting year.  Site visits were performed at each of the facilities to accomplish the following: Review and observe operations involving the storage, use, and processing of materialsInterviews with relevant site personnelSite inspection of material storage including raw materials, products, intermediates, non‑hazardous wastes, lead-acid batteries, and other materialsGather information to justify applicable exemptionsPhotograph material labels to facilitate current Safety Data Sheet (SDS) identification Based on the information gathered during site inspections and personnel interviews, spreadsheets were prepared showing materials observed, SDS screening for hazards, identification of extremely hazardous substances, summary of assumptions used, basis for exemptions, container specifications, groupings of like materials, and calculations…

Env Com: SPCC, SWPPP, NPDES: SpecChem, LLC

Multiple Location Emily Smart Contact Service Lines Environmental ComplianceStormwater Management Project Summary Blackstone staff have completed site visits at several SpecChem facilities to support the preparation of SPCC Plans and SWPPPs, stormwater and NPDES permit compliance, and hazardous waste management compliance. SPCC Plans have been developed in general accordance with United States Environmental Protection Agency (EPA) Guidance in 40 CFR Part 112, Oil Pollution Prevention. NPDES permitting and SWPPP requirements are dependent upon the individual state in which a facility is located. Blackstone has worked closely with SpecChem personnel and State Regulators to ensure SpecChem facility compliance with their specific state NPDES requirements. Additionally, Blackstone has prepared site-specific SWPPPs in order to incorporate individual state requirements.  Blackstone has also provided SpecChem with hazardous waste permitting and compliance support. Services provided have included waste characterization determinations, generator status determinations, review of waste management requirements, and regulatory compliance support. SW: Hamm Landfill Compliance & Engineering Services

Kansas Location Kyle Kukuk Contact Service Lines Solid WasteEnvironmental Compliance Project Summary Blackstone has provided engineering and environmental consulting services to Hamm Companies since 2010 including alternative cap design and construction oversight, GCCS design and permitting, cell liner construction quality assurance (CQA) oversight, Research, Design, and Demonstration (RD&D) program implementation and monitoring, leachate management, and quarry evaluation services. Services Provided Blackstone has played a key role in assisting Hamm in their involvement in the RD&D program with Kansas Department of Health and Environment (KDHE) and the Environmental Protection Agency (EPA). Involvement in the RD&D program includes continual monitoring and data collection with the associated alternative cover items and bi-annual reporting to KDHE. Blackstone has been in charge of the monitoring, data collection, and reporting process since 2011 when Hamm initially entered the RD&D program. Data collection on leachate management, alternative cover hydraulic performance, landfill settlement, erosion control, and landfill gas production has been included in the bi-annual summary reports submitted to KDHE. We have assisted the client with site assessment and monitoring, mitigation concepts, and reporting. Services provided include: SPCC Plans, Site Assessments, Work Plan and Quality Assurance Project Plan Preparation, Compressor Station Site Assessments, Soil, Ground Water and Surface Water Sampling, Mitigations Concepts and Construction Cost Estimates, Remediation, and Health and Safety. Services Provided Former Compressor Station Consent Order Final Remediation: Former Compressor Station Consent Order Final Remediation: Blackstone worked with Southern Star Central Gas Pipeline to complete remedial activities as a former compressor station located in south-central Kansas. Initial cleanup of polychlorinated biphenyl (PCB) and polycyclic aromatic hydrocarbon (PAH) contamination was completed at the facility in August of 1998 under a U.S. EPA Region VII Consent Order. Kansas Location Mike Kukuk Contact Service Lines Solid WasteEnvironmental Compliance Project Summary Blackstone provides engineering design, environmental compliance, and solid waste planning services for the Chanute Sanitary Landfill (CSL). Blackstone recently completed the engineering design and CQA oversight for a new 9.3-acre cell at the CSL and provided construction management and construction quality assurance (CQA) for cell construction. The City of Chanute recently evaluated the option to sell or contract out solid waste services and the associated landfill. Blackstone provided solid waste planning services to aid the City in evaluating the cost of privatizing solid waste services including collection, disposal, purchase of landfill permit, C&D permit, tire monofill permit, and burn permit. We prepared a Request for Qualifications (RFQ) to evaluate prospective purchasers of the landfill and its assets. The RFQ included a summary and review of site history, statement of current infrastructure, permits, and operations, compilation of assets, criteria for evaluating qualified respondents, and a timeline for the RFQ process. Kansas Location Kyle Kukuk Contact Service Lines Solid WasteEnvironmental Compliance Project Summary Blackstone provides consulting services to the McPherson Area Solid Waste Utility (MASWU). The MASWU consists of the McPherson County Landfill and the MASWU Transfer Station. The Landfill is approximately 559 acres, with 371.8-acres permitted for waste disposal. Waste disposal areas include a 6.4-acre active Construction and Demolition (C&D) Landfill, a 365.4-acre new Subtitle D Landfill area, and a 23-acre closed pre-Subtitle D Landfill. The transfer station, located in McPherson, currently accepts approximately 25,000 tons of MSW annually, the majority of which is disposed in the McPherson County Landfill. Blackstone provides environmental compliance, engineering design, and solid waste planning services for the landfill and transfer station. Services Provided Engineering Design and Construction Management Blackstone assisted the landfill in updating their CQA plan to include procedures to certify the sand drainage layer placement on the landfill slopes.
